By and large, a resident of an unfamiliar country who wishes to venture out to the US should initially get a visa, either a nonimmigrant visa for a brief stay, or a migrant visa for long-lasting home. Guest visas are nonimmigrant visas for people who need to enter the US briefly for business (B-1 visa), for the travel industry (B-2 visa), or for a mix of the two purposes (B-1/B-2 visa).
